Why Oxnard homeowners are building ADUs
Oxnard is one of the busiest ADU cities in Ventura County. According to the housing reports cities file with the state, Oxnard permitted 244 ADUs in 2025, and ADUs make up most of the new homes being permitted in town. That is a lot of homeowners deciding a backyard home or a converted garage is the best way to add space and income.
The reasons are practical. Rents across the Oxnard Plain are high, and an ADU can bring in steady monthly income from tenants who work at Naval Base Ventura County, St. John's Regional Medical Center, the Port of Hueneme or the farms and packing houses around town. Many Oxnard families also build ADUs so grown kids or parents can live close without sharing a kitchen. And a permitted ADU adds a second legal living unit to your property, which matters when you refinance or sell.
Oxnard ADU rules in plain English
Oxnard adopted an updated ADU ordinance (Ordinance No. 3072) in January 2026 to line up with California ADU law. On a typical single-family lot you can build a detached ADU plus a junior ADU inside the house. Detached ADUs can be up to 850 sq ft with one bedroom or 1,200 sq ft with two or more, and side and rear setbacks are 4 feet. ADUs are approved ministerially, with no public hearing, and the city must decide on a complete application within 60 days, or 30 days for a detached ADU built from a pre-approved plan.
You do not have to replace parking when you convert a garage, and no parking is required within half a mile of public transit, which covers many Oxnard neighborhoods along Gold Coast Transit routes. ADUs of 750 sq ft or less pay no impact fees. Rentals must be longer than 30 days, so ADUs are for long-term tenants or family, not short-term vacation rentals. Our Oxnard ADU rules guide covers the details, including the coastal zone.
Built for Oxnard lots and the coastal climate
Oxnard's neighborhoods vary a lot. Many homes in Bryce Canyon, Cypress, Lemonwood, Rose Park and Southwinds sit on generous lots with detached garages that are ideal for conversions or a backyard unit. Newer areas like Riverpark, Westport and Seabridge have tighter lots where a garage conversion, an attached unit or a junior ADU often fits best. Near the beach, Hollywood Beach, Silver Strand, Mandalay Bay and Oxnard Shores fall in the Coastal Zone, where an ADU may also need a coastal development permit.
Salt air and the marine layer are hard on buildings. Good Oxnard ADU builders spec corrosion-resistant fasteners and flashing, fiber cement or stucco siding, quality windows, and proper ventilation to keep moisture out. Those details are the difference between an ADU that looks new in ten years and one that needs repairs in three.

How much does an ADU cost in Oxnard?
Most Oxnard ADU projects land somewhere between about $100,000 for a straightforward garage conversion or junior ADU and $400,000 or more for a large detached two-bedroom unit. Size, foundation, utility runs, finishes and site access drive the price. A builder can give you a firm number after visiting the lot. See our Oxnard ADU cost guide for a full breakdown.
How big can an ADU be in Oxnard?
Under Oxnard's ADU ordinance, a detached ADU can be up to 850 sq ft with one bedroom or less and up to 1,200 sq ft with more than one bedroom. An attached ADU can be up to 1,200 sq ft or 50% of the main house, whichever is less. A junior ADU inside the house can be up to 500 sq ft.
How long does it take to build an ADU in Oxnard?
Plan on about 3 to 6 months for design and permits and 4 to 8 months of construction for a detached ADU. Garage conversions and junior ADUs are usually faster. The city must act on a complete ADU application within 60 days, or 30 days for a detached ADU using a pre-approved plan.
Can I rent out my ADU in Oxnard?
Yes. ADUs in Oxnard can be rented, and there is no owner-occupancy requirement for ADUs. Rentals must be for more than 30 days, so short-term vacation rentals are not allowed. Junior ADUs may require the owner to live on the property.
Do I need to replace my garage parking if I convert it?
No. California law and Oxnard's ordinance do not allow the city to require replacement parking when a garage is converted into an ADU.
Are the builders licensed, bonded and insured?
We only refer homeowners to contractors who confirm they hold an active California contractor's license, a bond and general liability insurance. Always do your own checks too: verify the license at cslb.ca.gov and ask for current insurance certificates before you sign or pay anything.
